I may be stepping over the boundaries, but It would be very hard to to have all those degrees and only make $53,727 a year. Surely it would come with other perks.

Pretty typical requirements and pay for the position. Umm yeah, you would be working for the Great State of Mississippi, so whadijathink? 6 figures and stock options? Of course the pay is lower then a LOT of other places. But there is something to having that PERS retirement check every single month when you retire.
