It's on a rating scale of 1 to 14, with 1 being the best and 14 being the worst.

No what I mean is the Rating scale # is equivalent to all the criteria they used, added up then divided by the number of criteria (10). Look at NC's.

That # is the ranking of each school, 1 through 14. Lower the #, higher the score.
