whats the actual regulation and regarding permanent blinds, floating blinds, and decoys left on Corp resevoirs?

There is to be no blinds (perminate or other), decoys, or stands left on corps property over night.
Corps land is first come first serve, with a 500ft minimum seperation between hunting parties.

Someone told me you can't duckhunt landlocked water, even if it is on corps land. Is that true? Supposedly you have to be able to access it from the river, but I can't find it anywhere in the regulations.

Well--- you cant tresspass to get to it. But if you have access -- hunt away. Access to the waters edge gives you access to the whole body of water.

thats not entirly correct if the body of water is owned by more than one person then you can only hunt the part that you have rights to if ur just wading off on it but if you launch a boat and hunt from it u can hunt the whole damn thing no matter if someone else owns it or not its legal if your in a boat
