$$$ = quality
I generally point people to the Lenovo T (professional) series laptops. You can get a business class laptop in the $600 - $700 range. Their helpdesk is in Atlanta and is easy to talk to.

I bought my boys each one of these for Christmas and have been pretty happy with the systems so far.

I second the Lenovo think pad. We order tons of them for work. Try to get one with at least 8 gigabytes of RAM. Also, it can be a good deal to get the Office suite as an add-on. Plus then the computer will come with the software installed and ready to go.

If you're just doing kids homework and surfing the web, then just about anything will do. You don't need 8 gigs of ram and 3 Mhz processor for that.

watch woot.com for some of the factory refurb business class units and last year model old stock. You can get a good bit of bang for your buck on there.

If you are just surfing the Internet and doing homework, look at the Chromebooks.
A few of the schools are using Google Docs for homework I believe.

I bought a compact Acer for my wife off Amazon last year for around $300. She only needed it for the exact same thing you mentioned and I wanted it to have Window's 7. Acer still has Window's 7 and it's been great. Cheaper than an iPad, 500gb storage an 4gb Ram. It's great. Can't give a long term report on how it'll hold up, but hell, it'll last 5 years I have no doubt and will be a dinosaur when it quits.
